Primary Capital Programme
Plans for the Primary Capital Programme (PCP), a parallel programme for primary schools, were first announced to the public in March 2006. Under the programme, at least half of all primary school buildings will be renewed by 2023.
PCP is currently in the pilot phase, and authorities must submit a Primary Strategy for Change (PSfC), indicating how they will address the PCP priorities to secure funding.
